Is it possible to execute actions simultaneously?

Yes, Etere Data Mover is capable to provide distributed processing for using an independent agent per data transfer, and concurrent processing for simultaneously performing different instances of one data transfer, as explained in the Distributed Concurrent Processing chapter.
 
Is it possible to launch two T-workflows for the same file?

Etere Data Mover is able to detect when two or more workflows jobs (e.g. partial retrieves) accessing the same file; in this case, the application will perform the requests sequentially, updating the asset form each time a workflow is completed.
For instance, in the following example two workflows requesting the same file (603) have been queued for a sequential execution:
